mercury 15hp gear problems

hey this is my first post due to not needing to ask questions since this site is full of great information. when the motor is started it runs perfect but will not go into gear (forward or reverse) if anyone knows what could cause this problem your help would be greatly appreciated.

Does it shift through the twist throttle or is it a lever on the side?
If its in the twist throttle then it could be a broke cable.
If its a lever type then it could be froze or bound up somewhere. Maybe drop the lower unit and see if you can get the shift rod to move up and down and then go from there.
It could also be something in the lower unit. Does the prop spin freely in neutral?
