Painting a 68' Evinrude

I have seen many people recently painting there old evinrudes and it has made me want to do the same. I have seen mixed opinions on whether or not to sand and prime an old outboard or not. Some of the post I have read say that it is better to NOT sand/prime because the new paint will stick better to the old paint, as long as it is not flaky. I was also wondering what precautionary steps to take. Is there anything on the outside of the outboard that could not/should not be painted?
 
this is what i did on a 68 evinrude. degreased, light sanding with some scotch pads. washed again with degreaser, then washed again in dawn, wash again. blow dried with my gas blower. let it in the sun abit to warm up the motor. then i went over the entire motor with a tack cloth. then i taped off everything i didnt want get painted.
now the fun. i used duplicolor medium metallic blue, and then clear coat duplicolor engine paint. you have to work really fast. i shot two light coats actually more of a dusting. then shot a few top coats, then the clear. turned out pretty good in the driveway.

inside was original so i didnt paint it. the outside was a little ugly.
