Starter Rope not returning

I just bought a 25 HP 1993 Evinrude and the pull rope does not rewind all the time. When it gets stuck out you need to take the cover off and remove the protective housing and manually start the spring/wheel mechanism to rewind the rope. Any idea what is wrong with the rewind mechanism that it only work sometimes?

Possibly the spring is bad or the grease is stiff.Maybe spray a little wd on the center stud where it turns.
