Using a pressure fuel tank, any tips?

Well I think I now have my fuel tank leak fixed and solved.

Having never used one of this style before, are there any tips you may have to help me while operating?

Do I need to release the pressure when NOT underway?

Should I have my tank sit on some carpet or rubber to avoid any direct contact with the boat (even though its painted) to avoid any static?
 
first - i would seriously consider installing a diaphragm fuel pump on the outboard and ditching the pressure tank. you can find info on this online. pressure tanks are basically gas bombs, and there is a reason that all of the manufacturers did away with them... and you are using one with a patched leak? :| ballsy

now, assuming that this is a period restoration project or you have some other compelling reason to continue to run that pressure tank, don't put it up on carpet or rubber or whatever. leave it in direct contact with the boat and you do not have to worry about static. isolating the tank from the boat in ways like you are suggesting could very well create a static problem.
