What should I expect from this motor

I've recently acquired what I believe to be a pretty clean (aside from the mud wasp nest under the cowl) With low hours 2003 Mercury 8HP outboard. the bad thing is I have no idea if it was fogged/ winterized and I believe it's sat for roughly 7 years. I don't believe there was a fuel tank left hooked up to it but it's possible there may have been fuel in the carb. Slowly pulling the starter rope indicated that nothing seems to be seized. Here is a list of things I intend to do prior to putting it on the boat and running it, please let me know if I'm missing anything big that you would recommend prior to running it. Thanks!

• Take apart and clean carb & replace gaskets/seals
• replace Impeller in water pump -drain and replace lower unit gear case oil -replace what I assume is probably the old style crappy grey fuel line that's Prone to collapse

I would go ahead and get a kit for the fuel pump, it will likely need it and potentially save you some frustration. Check over all the fuel lines under the cowl too, there isn't many on that motor, but any that are hard or dried out should be replaced.

Check the tell tale outlet and grates in the lower unit over closely, make sure mud daubers haven't tried to plug those holes up, I see they've made a couple condos under the cowl. Wouldn't hurt to pull the thermostat and flush the motor from top to bottom with a garden hose while you've got the lower unit removed as well. Insects can be a real problem on something that's been sitting, I had an ant's nest wreck a brand new impeller once.

Lastly, clean/service the fuel filter (probably just a screen) and replace the seal on the housing. It's shown in your second photo.

Two strokes leave allot of residual oil, and don't fog mine. The 4 strokes, I do. Most likely there are not any issues from not fogging.

Between your plan and Mr G's suggestions, think you have most things covered. I would add to start off with new gapped plugs. Once its running, then can evaluate further.

I have a 1999 9.9hp that I bought a few year ago that hung on the back of a boat for 11 years after the owner died.
The water pump worked but was week and the carb was gummed up enough to make it stall and not want to idle,
I took the carb apart cleaned out the ethanol mess in the boat and cleaned all the jets, put it back together, cleaned the fuel filter and replaced the water pump impeller and have been running it ever since. So long as it was stored upright and not put away with some sort of problem it'll likely be just fine. I would also change the gear oil in the lower unit.
