I would think 1.5"x 1.5" tubing that way the total thickness will be close the average 1.5" thick plywood transom. As for the .125" aluminum sheet it depends. Will the top cap fit over the 1.5" tubing + the .125" sheet?

Where I live, I would agree but in a low humidity area the foam will dry. Will it have the same properties as new foam I don't know. If it's properly stored from now on as it once was, I think it could be ok.
