Buying first boat - Sealant paint?

I'm buying my first boat, starting small. I'm looking at 10ft Jon boats, because I have a small car and can tow these on the trailer I have. Also, the shallow draft and the ability to pull it by the handles appeals to me. It will mostly just be me and the dog in the boat.

All that said, in looking for these boats I see quite a few ads with what looks like sealant paint in various locations. This one has it near the transom, and I wonder if I should steer away from these boats:

I'm mostly looking to explore local lakes and streams in Indiana. I'm not a big fisher, but do like to fish occasionally. Any advice is welcomed. Thanks.
 
Flex-seal and the other spray on sealers are just a Band-Aid covering a real problem. As long as you know you will have to fix the real issue and pay accordingly. A boat with just the a little of it to remove to do the repair is not bad but a boat covered in it is a real pain to remove.
 
Just an update I found my boat! Brought her home today for $250, a 2005 Polar Kraft 1257 (1236). No sealant paint, in fact hardly a scratch on it.
