Hard to tell you much from those pictures, hence the lack of replies.

No one wants to say much, but I will say that it had better be cheap, or in trade for something not valuable to your brother. I see several boats like that around here in VA for $200 or less, and they have titles!

Title work can be a pain. But there are no titles in NC, right? Just bill of sale and registration?
