To Fill:
I would clean it good and sand with rough sandpaper, then hammer it in a little bit to make a good vee.
Prep with an alimunum prep for paint like alumiprep and then some conversion coating like alodyne.
Fill with a good waterproof aluminum filled epoxy enough to everlap the inside edge a little with an aluminum filler.
I would recommend Devcon F- but have not double checked with devon for all waterprooof properties if boat sits in the water for days or more/long time.
That would be super strong and fixable at home but not as stong as welding on a cover plate.
To Weld: An aluminum a welded plate is best but you could also bend up an appropriate plate and rivet it on.
Rivet and 5200: Using some 5200 adhesive underneath when riveting a cover plate it on would be super strong too.
