How to fill and seal this hole?

The previous owner cobbled together scraps of wood to make a base to mount his seat. It seems he didn't build it high enough and instead decided to drill a 2 inch hole right through the boats bench seat to make it fit. The wood was all rotted and I removed it all as I have no use for it. What is the best way to fill and seal this hole? Spray foam and sand it flush? My intentions are to paint the interior of the boat and install foam padding over the seating areas.

The main solution I have right now is a cone shaped rubber tip that is pressed against the hole by a clamp. I am unsure though that would create a proper seal.
 
Cut out a round wooden plug via suitable sized hole saw, goop up the plug and hole ID with marine 5-minute epoxy and have at it. Sand flush and paint ... DONE!

If hole is still a tad over-sized to your cut plug, just build up layers in the hole with epoxy (let it set) or wrap the plug with duct tape - simple!

If the hole is in the seat and you are covering the seat with padding, why bother fixing the hole? You will never see it once the seat is covered. Or am I missing something?
