owner says says it's a 1998 with 1999 johnson. never purchased a Jon boat, so I'm clueless when it comes to value

well, since you are in the Louisville area, why not spend some
time looking at boats in your area on C/L and maybe visit some
used boat stores. Then, when something does
pop up that you like, you will have a handle on the value and not
loose a good deal if you find one.
Just because someone is asking $1800 for a boat does not necessarily
reflect its true value. Do your homework to avoid the flames.
