    Well ended up pulling the floor to replace the foam an it turned out for the best because the PO had put in an unsealed floor and carpeted it. At least it lets me rewire everything and customize the floor layout.

    The transom measured right at 15.5 and the motor is a 1956 Johnson seahorse 10 qd-17r it measured 18.5 from top of transom to cavitation plate

    You could possibly try zert nuts. Drill a hole insert the zert nut and then screw the bolts in, as they tighten the nuts will contract somewhat like a drain plug giving you a secure fit.
