1979 mercury 20hp

i have a 1979 mercury outboard which was given to me from my dad. it hasent been started in about 4 years. i dont know much about it. i changed the oil in lower unit and put fresh gas to it. when u pump up the bulb gas comes out of some port in the front of the carb. is this a problem or is it an over pressure device? it starts but hard to do so. also on this model does the water come out of the exhaust or does it have a port some where it spits it out? please help

Gas coming out the port as you call it sounds like a stuck float.It will have a hose on the side bottom of the cowl where your water should come out.After 4 years & who knows how long I'm sure the impeller needs to be changed.
